If you need lifeboat assistance in an emergency, dial 999 and ask for the coastguard.
The boathouse is only manned when the boats have launched on service or during exercises and maintenance. That means that most of the time, the phone will not be answered and emails will be dealt at the next opportunity rather than immediately.
